The TWC fax numbers that are actually published
Unlike California's EDD, the Texas Workforce Commission (TWC) does publish specific fax numbers on twc.texas.gov — and the ones claimants need most are for appeals. When you disagree with a TWC unemployment benefits determination, you file a written appeal with the Appeal Tribunal, and TWC lists a fax number for that: 512-475-1135 (mail: Appeal Tribunal, Texas Workforce Commission, 101 E 15th St, Rm 410, Austin, TX 78778-0001). If you lose at the Appeal Tribunal and want to go further, the next level is Commission Appeals, at fax 512-475-2044 (Rm 678 at the same address).

The 14-day deadline is the thing to get right
Texas gives you a short window: your appeal must be received or postmarked within 14 calendar days of the date TWC mailed the determination (or the Appeal Tribunal decision, for a Commission appeal). This is tighter than the 30-day appeal window in many other states, so do not wait. TWC explicitly says it uses the date it receives your fax to decide whether the appeal is timely — which is exactly why faxing, with its dated transmission confirmation, is a popular way to file a Texas appeal right up against the deadline.
Keep your fax confirmation page. If your appeal is even one day late, TWC can dismiss it as untimely unless you had good cause, so a receipt showing you transmitted within the 14 days is worth holding onto.
